Senior People & Culture Officer – People Partner
The Asia Foundation’s Philippines office is seeking a highly motivated and experienced Senior People & Culture (P&C) Officer – People Partner to join its P&C Unit. This role supports the implementation of the P&C strategy by coordinating initiatives in organizational development, talent acquisition, performance management, and leadership development. The Senior P&C Officer serves as a People partner to assigned portfolios, providing responsive and strategic P&C guidance that strengthens team effectiveness and helps build a high-performing, inclusive, and resilient workforce.
Key Responsibilities
• Lead organizational and functional reviews to ensure alignment with strategic priorities
• Maintain and update organizational charts in coordination with relevant teams
• Support workforce planning by analyzing staffing needs and future talent requirements
• Manage the end-to-end recruitment process (staff to senior officer levels), including sourcing, screening, selection, and job offer coordination
• Expand and strengthen talent sourcing channels to enhance candidate pipelines
• Design and implement onboarding programs to ensure smooth integration of new hires
• Prepare employment contracts and monitor regularization processes
• Develop and implement Leadership and People Development curricula tailored to organizational needs
• Conduct training needs assessments, design and facilitate programs, and evaluate effectiveness
• Track and report training metrics through dashboards and performance indicators
• Support goal-setting processes, including development of cost per acquisitions and performance metrics.
• Facilitate quarterly check-ins and performance reviews
• Guide staff and managers in creating and implementing development plans
• Manage the exit process, including conducting exit interviews and ensuring compliance with offboarding protocols
Qualifications
Required:
• Bachelor’s degree in human resources, psychology, organizational development, or related fields
• Minimum of eight years of progressive P&C experience, with a focus on organizational development and talent management
• Strong facilitation, coaching, and interpersonal skills
• Proven ability to manage multiple portfolios and build strategic partnerships
• Excellent communication, analytical, and project management capabilities
Preferred:
• Experience with HRIS and data-driven P&C practices
• Certification in organizational development, talent management, or leadership development
• Familiarity with performance management systems and workforce analytics
Compensation
