Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
The financial manager participates in the implementation and adaptation of financial policies for their scope and is responsible for the proper budgetary and accounting management of resources (HR, Finance, Medicine, Stock, etc.).
Missions and activities
Under the hierarchical responsibility of the cell manager and the functional responsibility of the financial domain manager.
Main job activities:
As a member of the cell team:
- Participate in the development of program strategies
- Being involved in cross-functional projects
- Maintaining contact with other MSF sections to share local information and best practices
- Conduct an active search for institutional funding for the programs
Coordinate the implementation of financial policy within the scope of the unit:
- Ensure the dissemination and compliance with financial policies, processes, tools, and best practices.
- Ensure compliance with financial procedures
- Is responsible for the completeness and quality of the accounting for the programs of his/her unit
- To monitor the sound financial management of its scope
- Analyze and communicate to the financial coordinators the specific financial issues of the countries for which they are responsible
- To be responsible for implementing financial policies in the countries under their care
To ensure the proper use of resources:
- Oversee and manage the preparation of the budget and budget revisions.
- Being responsible for transparency towards third parties (landlords, legal authorities, etc.).
- To provide the economic and financial analyses necessary for the management (of departments and operational missions).
Implementing financial projects:
- Coordinate and implement financial projects
Being responsible for the production of financial information:
- To produce reliable financial statements for internal use (closing, budget, etc.) and external use (donors, auditors, etc.)
Functionally manage the field teams within your area of responsibility: COFIRH, COFIN
- Supervise, advise and support the financial coordinators
- Participate in the guidance and evaluation of their work in collaboration with the mission leader
- Conduct briefings and debriefings for COFIRH and COFIN meetings.
- Participate in the briefings and debriefings of the coordinators
Skills transfer:
- Participate in the definition and delivery of training programs
- Capitalize on information within its scope
- Monitor and evaluate the deployment of new practices or equipment in its missions
- Participate in the training of CoFiRH in the field or during international sessions
- Participating in the development of field personnel in the finance sector and in the identification of future managers
- Participate in the selection of financial coordinators for the units they are responsible for

Experience :
- Experience as a Finance and/or HR Coordinator is required. MSF experience is an asset.
- Experience in the private sector in positions of responsibility in finance, accounting, and auditing is an asset.
SKILLS :
- Mastering the rules and techniques of general accounting.
- Excellent command of Excel,
- Practical experience with accounting software packages
Aptitudes :
- Analytical, synthesis and presentation skills.
- Ability to lead teams, to train, to learn.
- Listening quality.
LANGUAGES :
French and English: C1 level
Status and conditions
Status: Fixed-term contract of 7.5 months, full-time. Management position based in Paris with travel to MSF field sites required. Teleworking according to MSF's rules (2 days/week).
Conditions: €50,800 gross annual salary paid over 13 months. 22 days of paid time off per year. Supplementary health insurance fully covered by Doctors Without Borders. Meal vouchers with a face value of €12 (60% covered by Doctors Without Borders). 50% reimbursement of public transport pass (weekly, monthly, or annual).
Due to administrative constraints related to the duration of the contract, candidates must already have a work permit in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
