BACKGROUND OF ASSIGNMENT:
 
The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories in the English- and Dutch-speaking Caribbean and works closely with regional organizations such as CARICOM, CDEMA, and OECS. Since reopening in 2018, the MCO has become a leader in shock responsive social protection (SRSP), disaster risk financing, emergency preparedness, and food security analysis. Digitalization and evidence generation are central to WFP’s capacity-strengthening efforts with governments and institutions. The MCO comprises offices in Barbados, Belize, Guyana, Suriname, Trinidad and Tobago, Jamaica, Saint Vincent and the Grenadines, Grenada, Saint Lucia and Dominica.
 
Belize is among the most climate vulnerable countries in the Caribbean. The rural population relies heavily on agriculture, which faces recurrent climate shocks—including drought, floods, storms, and wildfires—affecting productivity, food security, and incomes. Toledo District, the most affected by 2024 wildfires and high multidimensional poverty, is the focus of an LDS-funded project supporting smallholder farmers. The project aims to improve post-harvest management, reduce losses, strengthen resilience, and support market oriented recovery. Based on assessments and field consultations, WFP realigned activities to prioritize post harvest loss reduction as an urgent need. Cash transfers will reach 200 households to support dignified, market responsive assistance.
 
PURPOSE OF THE ROLE:
 
The consultancy will provide targeted support on a When Actually Employed basis in two areas:
Support to the MCO (EPR, CBT, and Risk Management)
  • Strengthen Emergency Preparedness and Response (EPR) capacities across the MCO and its satellite offices
  • Support Cash-Based Transfers (CBT), including risk management, assurance and internal controls
  • Contribute to institutional data management (IDM) compliance, including through SCOPE, and quality assurance
  • Uptake and capacity building on the use of SCOPE
  • Follow up and provide regular support to Satellite Offices on EPR, CBT and Risk Management
Support to Belize Satellite office
  • Support the implementation of the LDS-funded smallholder farmer resilience project and cash transfers in Toledo District.
  • Support programme design and implementation, including field level agreement management, beneficiary data, cash-based transfers and reconciliation to project objectives
The position reports to the MCO Team lead for EPR/CBT, Social Protection, School Feeding and GPI.
 
ACCOUNTABILITIES/RESPONSIBILITIES:
  • Review and contribute to the MCO Emergency Preparedness Plan for the 2026 hurricane season preparedness plan, work with Satellite Offices (SOs) on context-specific CBT / EPR preparedness measures.
  • Provide strategic guidance and ongoing technical assistance to the MCO and SOs on how to improve IDM processes and minimum assurance measures across its EPR planning
  • Review the business process mapping and data flow arrangements for WFP-led (data controller) and Government-led (data processor) operations for the hurricane season
  • Review and revise processes and systems in place for data management (registration, storage, exchange, as well as data de-duplication and reconciliation), ensuring alignment with corporate guidance and needs / capacity constraints of MCO and SOs, including the implementation of corporate tools (e.g. MoDA, SCOPE)
  • Help translate WFP policies into MCO practices to ensure key compliance measures and programming approaches are integrated, particularly on CBT/IDM/EPR.
  • Support the cooperating partner (CP) engagement and management processes at MCO/SO level for emergencies, including anticipatory field level agreement (FLA) formulation
  • Support processes for contracting of Financial Service Providers (FSPs) in preparation for cash-based transfers for emergency responses in priority countries, including, but not limited to Belize and Jamaica
  • Provide on-the-job training to MCO and SO staff on CBT/EPR/IDM in the areas outlined above to help build internal capacity.
  • Support the set up and implementation of a voucher assistance programme in Belize, ensuring timely delivery to affected populations and coordination with local partners and stakeholders
  • Ensure operational processes and protocols are in place and adhered to, including IDM processes, distribution tracking and reporting mechanisms to uphold accountability and efficiency
  • Fulfill other actions as required by the management team.
QUALIFICATIONS & EXPERIENCE REQUIRED:
 
Education:
University degree (Master or higher recognized by in International Affairs, Political Science, Economics, Public Policy or any other relevant field, or First University degree with additional years of related work experience.
 
Experience:
5-10 years of progressively responsible professional experience related to humanitarian and development programmes, policies, strategies or plans and institutional structures, preferably in relation to food security and nutrition objectives, risks, shocks and related emergency responses in humanitarian and/or development contexts.
 
At least three years of professional level work experience specifically in the areas of humanitarian affairs and relevant areas along the policy and programme cycle (e.g., cash-based transfers (CBT), identity management (IDM), assurance, Emergency Preparedness & Response, Supply Chain, etc.).
 
Experience in developing and maintaining partnerships with a variety of stakeholders: governments and/or humanitarian & development stakeholders, preferably related to social protection, food security & nutrition, risks, shocks, and related emergency responses or other types of programmes.
 
Knowledge & Skills:
  • Strong technical, programmatic expertise in cash-based transfers, emergency preparedness and response, IDM and assurance.
  • Experience supporting government-led CBT, social protection and emergency response, preferably in the Caribbean.
  • Knowledge of WFP corporate systems and procedures for programme, identity, and financial management.
  • Ability to translate strategy and policy into impactful, implementable actions and ensure alignment between resources, plans, and results.
  • Strong analytical, coordination, and partnership skills
  • Proven ability to effectively navigate multi-country and/regional set-ups and work with Country Office / Satellite Office teams
Languages:
Fluency (level C) in both oral and written communication in English.
