The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank for the cost of the Horn of Africa Initiative: Regional Economic Corridor Project and intends to apply part of the proceeds for consulting services.

The Consulting Service, the HoAIP Senior Procurement Specialist/ Consultant based at the Horn Africa Initiative Project Implementation unit under the Ministry of Transport and Logistics in close consultation with the Project Manager /Coordinator, the Senior Procurement Specialist/Consultant will assist the project implementation Unit (PIU) and other implementing institutions in managing, implementing, and reporting on the MOTL in managing the procurement activities of the project for goods, works and services by the WB procurement rules and procedures as well as GoE project management guidelines.



The senior Project Procurement Specialist will have the following duties and responsibilities:
Provide technical support and guidance to other implementing agencies in all aspects of procurement of works, goods, and services.
Develop detailed procurement plans, Requests for EOI, bidding documents/requests for proposals, and draft contracts for goods, works, and services for activities identified under the project.



Initiate and coordinate training for implementing agencies in procurement with a particular focus on the World Bank procurement procedures.
Monitor procurement in implementing activities to ascertain compliance with the World Bank and GoE procurement regulations.
Update the HOAI-RECP Procurement Plan as appropriate.
Coordinate/conduct the bid/proposal evaluation process and thereafter prepare the bid/proposal evaluation report for submission to the relevant authorities/ WB for approval.
Manage contracts after signature and assist implementing agencies in managing their own contracts.
Attend to all audit queries on procurement.
Develop a procurement processing, monitoring, and reporting system and taking a lead in the preparation of quarterly reports on the status of procurement activities in the Project.
Initiate the settlement of disputes with contractors/suppliers and follow upon shortages and defective supplies/services/works that are in breach of contract provisions.
Attend to procurement inquiries and complaints by bidders/consultants.
Disseminate WB Guidelines, project procurement manuals, and standard bidding documents/RFPs for procurements of works, goods, and consultancy services.
Support implementing agencies in producing draft bidding documents and evaluation formats as per the World Bank's Standard Bidding Document (for ICB contracts) and the Standard Bidding document issued by the Public Procurement and Property Administration Agency (PPA) for National Competitive Bidding (NCB) contract subject to the incorporation of the agreed exceptions.
Carry out a review to identify constraints and opportunities to the effective and efficient procurement and administration of works, goods, and consultancies in the cities and an implementation Capacity assessment to identify gaps.
Review goals, accomplishments, and overall project performance at key stages and provide feedback for further action.



Participate in different supervision and support missions; identify the progress, procurement challenges, and recommendations to improve the implementation of procurement.
Carry out effective coordination and timely delivery of and put in place systems to guide procurement management and monitor the performance of procurement activities across implementing agencies.
Produce compiled reports in accordance with reporting requirements to be forwarded to the concerned stakeholders.
Coordinate closely with the concerned bodies and assist implementing agencies in fulfilling their responsibilities for the smooth and successful completion of procurement activities and making periodic monthly progress reports of deliverables.
Ensure PIU and implementing agencies are keeping proper documentation of all the procurements being implemented under the MOTL and review action plans/schedules and resources required for maintaining the procurement administration, monitoring, and reporting systems.
Render technical assistance to implementing agencies to enhance capacity in procurement and supervision procedures and current standards as well as in other key procurement management systems and areas of expertise as and when required.
Establish and implement a procurement monitoring and supervision system at MOTL to regulate the overall Project management and implementation of HOAI-RECP related to Capacity building. This includes working with the implementing agencies' technical team as and when required.
Assist in settling any minor contractual disputes between suppliers and implementing agencies and inform relevant authorities at the earliest opportunity of any challenges or potential problem(s) that may arise from procurements of consultants, goods, and works, and recommend possible solutions.
Organize meetings and/or consultative forums as required with the implementing agencies and other partners for the successful completion of the Project.
Ensure that proper maintenance of files and Procurement Register Books is up to date.
Develop a proper procurement tracking system.
Develop a procurement processing, monitoring and reporting system and take the lead in the preparation of regular reports on the status of procurement activities in the project.
Collaborate and closely work with other PIU staff;
Present monthly technical reports and perform any other duties assigned by the Project Coordinator.
Other HOAI-RECP activities as directed by the Project Manager.



. Required Qualification and Experience

It is envisaged that the technical assistance will require an experienced and high level of technical competence in the procurement of services, goods, and works, and administration on WB-financed projects. The Senior Procurement Specialist, therefore, should be required to fulfill the following qualifications.



Qualifications and Skills

Bachelor/Master's Degree and above from a reputable and recognized university in relevant fields, in Commerce, Business Administration, Economics, accounting, management or any other related discipline;
Postgraduate training or a diploma in procurement or a professional qualification in procurement.
Knowledge and understanding of theories, concepts, and approaches relevant to road transport regulation
Fluency in the English language, both written and oral;
Good knowledge & applications in MS Word & MS Excel, MS project &, and any other application relevant to procurement skills are required;
Excellent report and correspondence writing and presentation skills;
Proven networking and team-building skills to work with a variety of internal and external stakeholders.
Knowledge in the project management and trade logistics sector in Ethiopia
Excellent change management skills and a strong commitment to sharing procurement and contract management-related expertise and experience to develop others.



General Professional Experience

At least 6/8/10 years (PhD/ Masters/ Bachelor Degree) relevant work/ practical experience in procurement in a large private/ public sector organization or projects;
At least 8 years of procurement experience in GOE/IDA funded Projects, thorough understanding of World Bank and Federal government procurement procedures.
Thorough understanding of World Bank and Federal government procurement procedures.
Experience in projects financed by external donors such as the World Bank;
Good knowledge of MS Office applications
Good experience in delivering training on Procurement-related capacity building.





Ministry of Transport and Logistics now invites eligible individual consultants/Specialists to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualification and Experience as a Senior Procurement specialist in the World Bank or Other Development Organization-financed Infrastructure projects, and their capability on the basis of academic background, general and relevant experience, and knowledge of local conditions.

The attention of interested Consultants is drawn to Section III, paragraphs 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers Procurement In Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (recent Edition) ("Procurement Regulation"), setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with Section VII, para 7.34 to 7.39 of The World Bank Procurement Regulation based on the qualifications and relevant experience of the applicants to the assignment.

Contract: The assignment will be a one-year contract, with possible extension upon satisfactory performance of the consultant.
