Assignment Title: Consulting Services for a Procurement Officer

Saint Lucia has received financing from the World Bank toward the cost of the Resilient Renewable Energy Infrastructure Investment Facility and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") is to ensure that the procurement needs of the Project are met in a timely, transparent and cost-effective manner. Ensuring the accurate selection and implementation of the most optimal procurement method, developing and efficiently managing key relationships with internal and external stakeholders, partners and vendors. Conducting the procurement process of all procurement activities as outlined in the Project Procurement Strategy for Development (PPSD) as well as following up on contract management under the RREIIF and CEGEB projects to ensure full alignment with World Bank Procurement Guidelines.
The Procurement Officer will be engaged on a full-time basis and is expected to commence service by July 2026.

The Ministry of Physical Development and Public Utilities now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
The criteria for selecting the Consultant are:
Academic, Experience, Knowledge, Skills, and Abilities Requirements
i. A bachelor's degree in business management, Accounting, Procurement or a related field.
ii. A minimum of three (3) years' proven experience and knowledge of procurement procedures and policies of international lending institutions (such as the World Bank, Inter-American Development Bank, European Union)
iii. Graduate Diploma in Procurement & Supply Chain Management will be an added advantage
iv. Demonstrated experience and skills project management
v. Experience in researching and analysing trends and prices for services and goods.
vi. Demonstrated experience and skills in delivering training would be an asset.
vii. Demonstrated competence and knowledge of principles, practices and procedures governing procurement.
viii. Excellent negotiation skills.
ix. High proficiency in spoken and written English.
x. Fully conversant with Microsoft Suite of products (Excel, Word, PowerPoint, etc.), collaborative tools and other related procurement software.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers -July 2023 ("the Regulations"), setting forth the World Bank's policy on conflict of interest.
