Professional Experience:

TTechnical Director: Foundation for Healthcare Quality Improvement Support (FHQIS) October 2023 to date
In this capacity I provide strategic and technical leadership in developing and implementing evidence-based strategies and related program innovations for HIV/AIDS, Tuberculosis, and RMNCH programs aimed at improving healthcare access, quality, and patient outcomes. This includes overseeing the development and implementation of programme technical strategies, service delivery models, protocols, and guidelines and best practices for prevention, diagnosis, and management of HIV, tuberculosis; and RMNCH issues. I design and conduct training programs for healthcare providers and program staff to strengthen their skills in clinical care, data management, and performance improvement. In addition, I provide technical support in the design of M&E frameworks including overseeing data collection, analysis, and interpretation to track program progress and impact, adapting strategies based on data insights.
Country Team Lead: Georgetown University – Center for Global Practice and Impact (CGPI) - July 2020 – September 2023
I oversaw the design, budgeting, and execution of Georgetown University Tanzania programs, ensuring effective allocation of resources, performance and adherence to timelines. I spearheaded development and implementation of health system strengthening strategies, metrics and tools, refinement of program indicators and markers of progress, harmonization of reporting approaches and frameworks aligning with government priorities and global health standards. I led multi-disciplinary project teams, hired, supervised and managed technical staff and consultants with focus on program results, achievement of work plan and targets, and timely implementation. In collaboration with subject matter experts, I provided technical assistance, coaching, and mentoring of government entities, health staff, and local NGOs to enhance their ability to lead and sustain health system improvements
Senior Technical Advisor/Deputy Chief of Party University Research Co., LLC (URC): - September 2007 – June 2020
In this role I deputized the Country Director in overseeing day-to-day administrative and financial activities of country projects including budget monitoring and expenditure reviews in collaboration with finance, program and operations teams. I provided strategic direction and technical leadership support to national Technical Working Groups (TWG) commissioned by the Ministry of Health (MoH) to develop and revise various national policies, strategies, and frameworks, training packages, assessment tools, guidelines, Standard Operating Procedures (SOP) and performance measures.
I played a pioneer role in the development and implementation of Tanzania quality assurance mechanisms and standards for healthcare delivery and the associated establishment of quality improvement systems, performance measures and monitoring systems.
Health Manager, Refugee Health and Nutrition Program - International Rescue Committee (IRC): June 2003 – September 2006
Led and oversaw a multidisciplinary team of project managers and coordinators responsible for various projects including curative care, RMNCH, Expanded Program in Immunization (EPI), facility and community WASH services across all IRC-supported PHC facilities. In this capacity I offered direction in work planning, setting priorities, managing tasks, performance improvement, and professional development. I
conducted regular M&E to identify implementation gaps in RMNCH, EPI, Infection Prevention and Control program activities and developed matching interventions to address identified gaps in consultation with UNHCR, UNICEF, WHO program officers, central MoH officials and IRC headquarter team.

Education:

I hold a medical degree (MD) from the University of Dar es Salaam, Tanzania and a Master of Science (MSc) degree in Public Health from the London School of Hygiene and Tropical Medicine, United Kingdom where I majored in Management of Reproductive Health Programs, Management of Public Health Programs in Complex Emergencies, Infectious Diseases Control, including Malaria, HIV and Tuberculosis. Furthermore, I have also completed a one-year Quality Improvement Advisor Professional Development Program in with the Boston-based Institute of Healthcare Improvement (IHI) USA where I majored in building organizational improvement capability and innovation using improvement science. I also hold a Masters in Business Administration (MBA) with the Eastern and Southern Africa Management Institute (ESAMI) majoring in leadership, project management, supply chain management, corporate management and governance,
