Professional Experience:

Carol has a background in the energy sector with three major international finance organizations and has led lending operations and worked with utilities to improve technical, operational and financial performance. She is currently working for the Green Climate Fund leading upstream work for effective deployment of climate finance for renewables.

Carol has deep technical knowledge of the sector and a solid understanding of global and regional energy markets. She has developed an extensive network across the private and public sector in climate finance and energy. She has demonstrated ability to manage people, originate, structure and manage complex projects in the context of high risk countries across the energy value chain. Experienced in deploying blended finance to overcome market constraints and barriers. Through policy dialogue and technical advice she has improved energy sector performance and put in place risk mitigation measures leveraging high volumes of private sector investments. Experienced in the structuring of financial risk instruments, and hands-on knowledge of processes and requirements of international finance organizations. Carol has over 15 years of leading lending operations with the Asian Development Bank and the World Bank. As the Head of Energy at the Global Green Growth Institute Carol led policy and investment work to increase the penetration of renewable energy and energy efficiency. With the African Development Bank she managed and lead the restructuring of the Sustainable Energy Fund for Africa in deployment of blended finance for small and medium sized renewable energy projects.
