Highlights of my 42-year career include:
Leading Accelerating Private & Public Investment in Infrastructure in Nepal, financed by DfID. Design, adaptive management & implementation of 4-year technical assistance program
• TA to Investment Board of Nepal (IBN) in:
o Attracting investment into Nepal. (Achieved: US$14bn in letters of intent)
o Progress of PPPs in hydro-electricity. (Achieved: foundation-laying of Arun 3 hydro – US$1.2bn project, Oct 2017. PPP projects in pipeline – US$2bn+)
o Facilitation of FDI (Achieved: investment in cement factories – US$500m. Pipeline – US$700 million)
• Institutional strengthening of IBN through functional review & amendment of IBN Act
• Removal of bottlenecks & obstacles (within Nepal Govt) in environmental approvals, forest clearance approvals and execution of road maintenance budget

Leading & implementing 4-yr infrastructure program (US$40m+), including water & sanitation systems in peri-urban areas, dispersed towns & agricultural communities in Timor-Leste. Managed RWASH Dili & its sub-offices, including 75+ international & national advisors and staff, and performance of contractors & sub-contractors, non-government organisations implementing the program. Ensured gender-sensitive programming of introduction & maintenance of water supply, sanitation & hygiene initiatives.

Advising Nigerian Government in application of public-private partnerships for design, building, financing, operation & management of its roads & bridges, as PPP Specialist embedded in Nigeria's Ministry of Works. (Project - Nigeria Infrastructure Advisory Facility DFID)

Leading & managing the RAMSI Solomon Islands Infrastructure Partnership (RSIIP) in Solomon Island (SI) as Chief of Party / Team Leader. Responsible for design & implementation of a 3-year infrastructure program (US$30) across the archipelago, including government buildings, prisons, housing & health facilities; & for developing the capacity of Ministries to plan, budget, implement, manage & maintain infrastructure through provision of technical assistance. RSIIP is building the capacity of the construction industry by establishing a professional association, industry surveys, direct provision of training, curriculum development advice, & fostering a business incubator. Successfully marketed the managing contractor, SKM’s proposal for RSIIP to RAMSI (Regional Assistance Mission to Solomon Islands) & AusAID against stiff competition.

Advising & briefing Kenya’s Prime Minister & Permanent Secretary, as Infrastructure & Public-Private Partnership Adviser in the Office of the Prime Minister (OPM). Building the capacity of OPM, Treasury, Ministry of Finance & Ministries implementing infrastructure. Developed policy, strategies & guidelines for planning, procurement & management of PPP arrangements; liaised with development partners, incl World Bank, & private sector.
