Affiliations and Achievements:
My experience in development and implementation of USAID, USG, UNDP and other donor-funded development activities, in conjunction with my advanced university degree in international law, give me the professional competence to meet this need. I have a combination of over twenty-five years’ experience in procurement and contracting, international trade and international development activities, supply, business administration, supervizing of staff, and extensive implementation of procurement best practices as OGC, PRAG, FAR, OMB, AIDAR, FIDIC, UNCITRAL, with support of INCOTERMS worldwide adopted rules. I served to USAID’s implementing partner in Serbia, starting from Economic Revitalization Officer, then Procurement Manager, later as Grants/Contract/Procurement Director to Country Director of well known USAID/CRDA Programme where all your requirements from ToR for this position are covered and fullfilled by my expertize and profile. Till June 30, 2011, I’ve served as Technical Advisor in Procurement and Contracting, as well as government payments to the contractors, UNDP CO Libya (P5/5), being responsible for all aspects of the day-to-day operations and implementation of the government SMDP Programme in Libya, within the budget of US$ 118 billion. This position comprises of direct (government) oversight of program implementation and mentoring each technical team’s managers, verification and validation of work done by the consultants (Ernst&Young) of 11 work streams and five competencies of SMDP (Strategic Macromanagement of Development Programmes), and serve as Senior special advisor of the Libyan government in Procurement and Contracting and a member of the National Economic Development Board (NEDB) which was headed by GM of NEDB Mr. Mahmoud Jibril – exPM of the Libyan NTC (National Transition Council). I’ve had that privilege to produce a draft for establishing Public Procurement Authority of Libya, which has been accepted by the government, and now waiting to be implemented.
Within the scope of UNDP CO Libya, I’ve served as Chair of CAP, where one of my prime tasks was to ensure that proposed procurement and contract action/s of CO were in compliance with UNDP rules and financial regulations. One of my tasks in CO were to coach, mentor national staff involved in procurement activities, as well as to deliver capacity building in accordance to the UNDP Procurement Manual.
In three long-term international development assignments in Serbia, I have substantiated strong skills in agribusiness and SME development (including microfinance), association building, institutional and NGO capacity building, community development, grants management, and program implementation, monitoring and evaluation. I have developed common strategies to link civil society actors to local government, organized cross border conferences connecting business and political leaders from the Balkans’ post-conflict independent states, negotiated with senior government officials, within a team of experts formed the Serbian National Competitiveness Council, and developed diverse SME and economic development strategies. Cooperating with municipal governments, chambers of commerce, and a broad variety of NGOs, I have acquired wide technical assistance experience and field research competences. Additionally, I have developed diverse training programs linked to competitive production, international standards, credits, donations, and similar.
Prior to working for major U.S. international development organizations supported by USAID and the U.S. Department of State, I have worked for various companies in Austria, Poland and Yugoslavia. I have very good teambuilding and supervisory experience, including oversight of representative offices in countries of divergent cultures and am comfortable working in a cross-cultural setting that seeks to integrate the needs of all ethnic minorities.
