Professional Experience:
Michelle Rose is a domestic and international development professional with over 23 years of experience working with vulnerable populations and governments on the intersections of health, education, emergency response, poverty reduction, and democracy and governance.
She has served as Chief of Party, Country Director, Finance and Operations Specialist, and Business Manager on four continents and in over 35 country offices managing USAID, DOS, CDC, EU, DFID, Sida, private foundation awards of up to USD 60m. Most recently, Ms Rose lived in France, Rwanda, and Sierra Leone.
Ms Rose’s expertise are in federal regulation compliance per 2 CFR 200 and 45 CFR Part 75, organizational development, program implementation in highly complex operating environments, internal controls, internal and external audits, financial and risk-management, and capacity building of local teams.
She also has over two decades of experience designing and implementing qualitative and quantitative program evaluations and assessments.
In 2013, Ms Rose received her MBA from HEC Paris. Her dissertation was on training effectiveness - "Higher Education Sector Analysis Competition, Differentiators and Evaluation Weaknesses in Pedagogy and Return on Investment Measurements”
