Jean-Claude is a seasoned development economist with over 20 years of international experience in international development. His extensive career spans roles in multilateral organizations, research institutions, and advisory capacities to governments, demonstrating a unique ability to bridge global strategies with local solutions. Jean-Claude currently serves as Task Manager for Country Operations at the Platform for Agricultural Risk Management (PARM) under the International Fund for Agricultural Development (IFAD). In this role, he oversees technical and strategic advisory services in agricultural risk management across eight African nations, managing a portfolio exceeding $1.7 million annually. His leadership has facilitated the efforts of mobilising over $750 million in funding for agricultural risk management initiatives, strengthening the resilience of value chains and enhancing food and nutritional security. He has also led government and multi-stakeholder collaborations, integrating private sector engagement and gender-sensitive approaches into program designs to ensure sustainability and inclusivity.

Previously, Jean-Claude served as Director and Lead Economist at the African Risk Capacity (ARC), where he developed and implemented ARC’s 2020–2024 strategy, aligning the organization’s goals with global disaster risk objectives. He managed ARC’s policy and technical advisory services, successfully establishing partnerships with institutions such as the African Development Bank (AfDB), World Bank, and UNECA. Jean-Claude’s tenure at ARC was marked by the creation of the African Disaster Risk Financing Programme and the Extreme Climate Facility (XCF), innovative initiatives that mobilized investments for climate resilience and disaster risk mitigation.

Jean-Claude has also excelled in roles that require high-level policy advisory and strategic planning. As a Strategic and Technical Policy Advisor embedded in Rwanda’s Ministry of Agriculture and Animal Resources (MINAGRI) under a World Bank framework, he co-led Rwanda Agricultural Policy and other flagship policies/strategies, emphasizing climate-smart, gender-sensitive strategies and nutrition-sensitive approaches. He facilitated donor coordination, aligning investments with national agricultural priorities and enhancing the efficiency of public spending.

In his earlier roles, Jean-Claude contributed significantly to agricultural innovation and research. As Senior Scientist and Head of Liaison Office at the World Vegetable Centre, he mobilized resources to scale vegetable value chains in Cameroon and in the region, and introduced agricultural innovation platforms to improve smallholder vegetable value chains engagement. His research background includes serving as a Post-Doctoral Research Fellow at the International Fertilizer Development Centre (IFDC), where he advanced climate-smart agriculture through integrated soil fertility management and profitability assessments for smallholders.

He earned his PhD in Agricultural Economics from Wageningen University, Netherlands, in 2011. His doctoral research focused on agricultural business economics, addressing critical areas such as agricultural land productivity, sustainability in agricultural practices, and policy impacts on smallholder farming systems. By combining economic modeling with real-world applications, Jean-Claude developed actionable insights to enhance resilience and productivity in agricultural value chains. This advanced academic training equipped him with analytical expertise and decision-making skills essential for addressing complex agricultural challenges across diverse environments.
In 2003, Jean-Claude completed his Master’s degree in Management of Physical Land Resources at Ghent University, Belgium. This program deepened his knowledge of soil resource management and sustainable land use, particularly within the African agricultural context. His specialization in integrating scientific principles with practical management approaches allowed him to focus on improving soil fertility and productivity while promoting environmental sustainability. His master’s thesis introduced innovative methodologies for optimizing land use in resource-constrained settings, which aligns closely with his professional work in sustainable agricultural development.
Jean-Claude’s academic journey began with a Bachelor of Science in Agronomy from the University of Burundi in 1997.
