Professional Experience:

I have spent a total of 10 years teaching public administration at universities at Makerere university, Botswana University, and Lesotho university. I have also spent 10 years teaching management to senior managers from the region at Eastern and Southern African Management (ESAMI) in Arusha , Tanzania. During 1989-1992, I was a key consultant in the design of public service reforms in Uganda .During 1994-1997 I was Acting Director, Makerere Institute of Social Research. From December 1995 to 1997, After the Genocide, UNDP assigned to design the public service system for post genocide Rwanda. I was appointed Chief Technical Advisor, Public Sector Reforms 1997- 2000. I was based in MDGD/BDP/UNDP, New York. During 2000-2003 UNDP assigned me to work on conflict resolution projects on Somalia. After retiring from UNDP in 2003(at D1 rank) I have focus on helping Governments to design good policies. I have been the key consultant in the design of the Uganda Petroleum and Gas Policy .I have also been the consultant on the implementation of African Peer Review mechanism (APRM)
