Professional Experience:

Christopher Devlin is a British humanitarian and development professional with more than twenty-five years in the aid sector, seventeen of them on the field. His career spans country-level programme leadership, institutional fundraising, and strategic consultancy for UN agencies and international NGOs.

He is currently an independent international consultant, registered in France since May 2025. From January 2023 to May 2025 he was Country Director for Humanity & Inclusion (HI) in Afghanistan, representing the organisation with government and donors, leading a 550-person team across five bases, managing a twelve-member senior management team, and overseeing the strategic development of the country programme to ensure principled, fit-for-purpose delivery. Previously, from September 2019 to December 2022, he consulted for a range of clients: co-leading a mid-term review of a SIDA-funded Access to Justice project across South, Southeast Asia and the Pacific (USD 10m consortium) for UN Women; developing fundraising strategy, tools and flagship proposals for UNESCO's International Bureau for Education; improving fundraising processes between operations and communications at UNESCO; and advising Rights and Security International on programming, fundraising, strategy and change management. He has also lectured in fundraising and project cycle management at the School for Social Change since 2017.

From May 2018 to August 2019 he established and led the Institutional Fundraising Division at Terre des hommes foundation in Lausanne. Before that, he was Director of Development and Donor Relations at the International Commission of Jurists in Geneva (November 2014 to April 2018), leading global fundraising and project development and embedding a results-based approach across the organisation.

His earlier career combines field management and strategic review work. For World Vision he undertook a Pakistan strategy review and market research on alternative funding sources for the MEER office (2013), and earlier managed children's programming and a technical support unit in Pakistan (2006 to 2007). As Desk Officer South Asia at Handicap International in Lyon (2008 to 2014), he managed programmes in Pakistan, Afghanistan, India, Sri Lanka, Bangladesh and Nepal, overseeing strategy, finance, HR, representation and programme development. With Terre des Hommes Italy in Bangladesh (2002 to 2005), he managed an EC-funded child rights project and served as Country Representative for Bangladesh, India, Pakistan and Myanmar.

His field career began in the Balkans and West Africa: grant and return coordination for Alisei in Sarajevo (2001 to 2002), monitoring and evaluation for a rural development programme in Burkina Faso (2000), ECHO-funded rehabilitation with Nuova Frontiera in Bosnia (1998 to 2000), and NGO capacity-building and social-service reform projects with IBHI in Sarajevo (1996 to 1998).

Across these roles, his core strengths include results-based management, proposal writing and project development using participatory strategies, mobilising restricted and unrestricted funding, donor relations, representation and networking, conflict resolution, and mentoring and training on international aid tools such as M&E, PCM and theory of change.

Education:

Christopher Devlin's academic grounding combines European affairs, political science and languages. From 1992 to 1996 he read for a joint Bachelor of Science / Bachelor of Arts in European Studies and French at the University of London, studying across the London School of Economics and King's College London. The programme gave him a strong foundation in European political and economic affairs, international relations and French language and society, an early fit with the international career that followed.

As part of his degree, he spent 1994 to 1995 at the Institut d'Études Politiques in Paris (Sciences Po), where he completed the Certificat d'Études Politiques. A year of study inside one of Europe's leading political science institutions sharpened his grasp of public policy, administration and international affairs, and brought his French to full professional fluency.

His secondary education was at Mount St. Mary's College in Spinkhill, Derbyshire, UK (1989 to 1991), where he completed A Levels in History, French and Italian, combining humanities and modern languages.

His education has continued well beyond formal degrees, in the form of a sustained commitment to professional practice and knowledge-sharing. He has applied and deepened his expertise in results-based management, project cycle management (PCM), theory of change, monitoring and evaluation, and fundraising throughout his career, and since 2017 he has lectured in fundraising and PCM at the School for Social Change, teaching the same methods he uses in the field. This teaching role reflects a professional education built through senior practice: leading a 550-person country programme in Afghanistan, establishing an institutional fundraising division at Terre des hommes, and directing global fundraising at the International Commission of Jurists.

He works fluently in English, French and Italian, with intermediate Bosnian, and continues to develop his skills in donor procedures, change management and organisational development as part of his ongoing professional development.

Affiliations and Achievements:

Beyond his staff positions, Christopher Devlin has sustained a parallel track of teaching, advisory work and consultancy for UN agencies and international organisations.

Teaching and training. He has been a lecturer in fundraising and project cycle management at the School for Social Change since 2017, passing on the tools he uses in practice: PCM, theory of change, M&E and donor relations. He also delivers PCM training and change-management support to client organisations.

Consultancy for UN agencies and international NGOs. His independent practice includes: co-leading the mid-term review of a SIDA-funded Access to Justice project for UN Women, a USD 10 million consortium spanning South, Southeast Asia and the Pacific (2022); developing a fundraising strategy, tools and flagship proposals for the 2022-25 Medium-Term Strategy at UNESCO's International Bureau for Education (2021-22); strengthening fundraising processes between operations and communications at UNESCO (2020-21); and advising Rights and Security International on programming, fundraising, strategy and change management, including mentoring junior staff (2019-21). Earlier, for World Vision's MEER office, he conducted a strategy review of World Vision Pakistan and market research into non-traditional funding sources such as corporate giving and charitable foundations (2013).

Senior management and programme achievements. As Country Director in Afghanistan for Humanity & Inclusion, he led a 550-person team across five bases, managed the senior management team, represented the organisation with government and donors, and restructured the programme for principled, fit-for-purpose delivery. At Terre des hommes Lausanne, he established the foundation's Institutional Fundraising Division from scratch. At the International Commission of Jurists in Geneva, he led global fundraising and embedded a results-based approach across the organisation. As South Asia Desk Officer at Handicap International, he oversaw programmes in six countries, from strategy and finance to country-director support.

Breadth of field experience. His career covers humanitarian response, rehabilitation, child rights, human rights, disability inclusion, reconstruction and disaster risk management, across Bosnia and Herzegovina, Burkina Faso, Bangladesh, Pakistan, India, Sri Lanka, Nepal, Myanmar and Afghanistan, with hands-on management of ECHO, EC, UNHCR and UNOPS-funded projects.
